Responsibilities – Position 1:

  • Serves as the Supervisor for three Regional Offices of CPRA.

  • Manages, supervises, and coordinates the work of three regional offices of CPRA overseeing restoration and flood protection projects.

  • Supports the Operations Chief on staffing, budget updates, project tasks, and implementation schedules.

  • Participates in developing, reviewing, and approving major project designs.

  • Supports the Operations Chief by managing various flood protection and coastal restoration infrastructure projects.

  • Assists during emergency operations, flood events or hurricane and/or other disaster related issues.

  • Act as a technical resource for levee districts and assist in the review of flood protection features proposed in the coastal zone.

  • Consults and coordinates with federal, state, and local representatives, as well as engineering firms, to ensure adherence to contract specifications and regulatory standards in engineering and construction projects.

  • Perform work in accordance with professional engineering and management principles, adhering to departmental, state, and federal rules and regulations.

  • Responsible for training and staff development of Operations staff and for ensuring that the Operations staff receives adequate training.

Responsibilities – Position 2:

  • Oversees and manages implementation and operation of CPRA’s diversion program.

  • Responsible for integration of diversion programs and projects within the State’s coastal Master Plan.

  • Responsible for the overall leadership of diversion programs/projects, work planning, change management processes, oversight of internal CPRA task or technical managers, as well as outside consultant and professional services.

  • Provides overall direction of diversion management and project staff, including program/project controls, delivery, leverages lessons learned, and program/project expenditures.

  • Provides oversight/direction over contracted entities, consultants, etc. for project management, engineering and design, environmental services, land services, construction, and operations and maintenance.

  • Supervises Baton Rouge Operations Engineer Manager.

  • Advises the Operations Chief on levee inspections, levee district coordination, and levee permitting.

  • Supports the Operations Chief on staffing, budget updates, project tasks, and implementation schedules.

  • Supports flood protection and coastal restoration projects while coordinating with internal and external partners.

  • Serves as a multi-disciplinary resource in engineering operations, flood protection, and restoration construction.

  • Responsible for training and staff development of Operations staff and for ensuring that the Operations staff receives adequate training.

The maximum salary for an Engineer 8 is $177,112 annually.

Minimum Qualifications

MINIMUM QUALIFICATIONS:

Possession of a current Louisiana license to practice professional engineering and one of the following:

  1. Four years of licensed engineering experience, two years of which must have been at the supervisory level or above.

  2. Eight years of professional engineering experience, two years of which must have been at the supervisory level or above.

    SUBSTITUTIONS:

    A master's degree in engineering will substitute for one year of the required general experience.

    A Ph.D. in engineering will substitute for two years of the required general experience.

    Advanced degrees will substitute for a maximum of two years of required general experience.

    NOTE:

    Engineering experience gained while licensed as a professional engineer will be accepted as licensed engineering experience.

    Engineering experience gained after earning an ABET-accredited degree and prior to earning a professional engineer’s license (e.g., as an engineer intern applicant, engineer intern, or equivalent) will be accepted as professional level engineering experience.

    NOTE:

    Applications will be accepted from persons licensed to practice professional engineering in states other than Louisiana. If one of those applicants is selected for the position, he/she will be required to obtain a Louisiana license prior to appointment. The hiring agency will verify that all licensing requirements are met.

Job Concepts

FUNCTION OF WORK:

To direct a major engineering function for a state agency.

LEVEL OF WORK:

Administrator.

SUPERVISION RECEIVED:

Administrative direction from a higher-level engineering administrator or an executive of the agency served. Alternative reporting relationships may be approved by SCS.

SUPERVISION EXERCISED:

Subordinate staff typically consists of Engineers 7 and lower-level Engineers. Alternative reporting relationships may be approved by SCS.

LOCATION OF WORK:

May be used by all state agencies.

JOB DISTINCTIONS:

Differs from Engineer 7 by the presence of responsibility for directing large-scale engineering projects or programs for a state agency.

Differs from Engineer 9 by the absence of responsibility for directing a major organizational component for a state agency with an extensive engineering mission requiring staff and resources of sizable magnitude.

To direct an important segment of a very extensive and highly diversified engineering program for a state agency.

Directs, supervises, and monitors all planning and engineering programs (construction, maintenance, public works, traffic, and safety) and projects.

Directs port improvements, program operations, and operation of marine facilities.

Directs engineering program; prepares budget, plans annual work goals, and determines most efficient use of resources.

Establishes operating procedures.

Serves as liaison between the state agency, government agencies, police juries, and citizens.

Promotes cooperation between the state agency, other governmental agencies, and private interests.

Reviews major project design and plan-in-hand notes; makes periodic field inspections.

Supervises planners, engineers, and department managers. Recommends implementation of major construction programs.

Approves engineering designs, plans, and specifications prepared by consultants and in-house designers.

Coordinates activities with other governmental entities as necessary.

Negotiates and arbitrates critical and controversial issues with top-level engineers and officials of public/private organizations as well as with public officials of local, state and federal governments.

Prepares and administers an operating budget to provide for the most efficient use of available funds; determines staffing needs, develops performance indicators and operational plans.
