Summary:

The Idaho Department of Insurance (DOI) (https://doi.idaho.gov/About/Careers) is seeking to fill a full-time, exempt Examiner Financial Analyst 1, 2 or 3 (EFA) to join its team of professionals! We are looking for an individual who understands the insurance industry, financial analysis, and a passion for consumer protection. As part of the Company Activities Bureau, this position protects Idaho policyholders by performing professional analysis work to ensure that insurance companies and other regulated entities remain solvent and comply with Idaho insurance laws, rules, procedures, guidance, administrative directives, and requirements of the National Association of Insurance Commissioners (NAIC).

Responsibilities:

• An EFA level 1 employee is expected to earn the AFE designation within 36 months of hire; level 2 position requires an AFE designation and will be expected to earn the CFE designation within 36 months of hire; level 3 requires a CFE designation .

• Performs in-depth review and analysis of regular periodic filings including, annual, quarterly, and supplemental filings made by domestic insurance companies and related entities based on Idaho and national procedures manuals. 

• Monitors financial solvency of Idaho licensed foreign insurance-related entities domiciled outside of Idaho.

• Provides recommendations to supervisor regarding regulatory actions related to insurers’ financial performance. 

• Ensures that the financial analysis performed meets national standards and accreditation standards of the NAIC. 

• Conducts initial level review/analysis of self-funded health care plans registered in Idaho. 

• Monitors changes to Statements of Statutory Accounting Principles (SSAP), model laws and other activities of the NAIC, which affect financial reporting and regulation of insurance companies.

• May participate in on-site examinations of domestic insurance companies or self-funded plans. 

• Participates in training classes. 

Minimum Qualifications:

Meet the education requirements to obtain a Certified Financial Examiner designation, offered by the Society of Financial Examiners as listed www.sofe.org .

The Ideal Candidate has:

• Compelling customer service and a desire to assist Idahoans.

• Working knowledge of Generally Accepted Accounting Principles (GAAP), experience reviewing financial statements, and familiarity with auditing procedures.

• Knowledge of statutory accounting principles (SAP) and financial analysis, and insurance regulatory standards.

• Specific education that meets the requirements to attain a Certified Financial Examiner certification (https://www.sofe.org/certification/accredited-financial-examiner.html) related to the financial analyst track as offered by the Society of Financial Examiners (SOFE) and/or has attained Accredited Financial Examiner (AFE) or Certified Financial Examiner (CFE) designation;

• Professional experience researching, interpreting, and applying laws and authoritative standards.

Supplemental Information:

Occasional work-related travel (+/-10%) and some overtime may be required by this position throughout the year.

This career ladder includes three levels within the Company Activities Bureau. The successful candidate will be hired at the level commensurate with qualifications.
