Public Buildings Service Equipment Specialist in District of Columbia, District Of Columbia

Summary As an Equipment Specialist, you will serve as a technical authority developing and performing assigned projects to improve and validate existing HVAC equipment systems and other related mechanical systems. Location of position: Heating Operation & Transmission Division, Office of Facilities Management, National Capital Region, Public Buildings Service Responsibilities Serve as regional technical advisor and ensure proper operation, care, servicing and repair of building systems and equipment in GSA-owned and operated buildings under lease. Provide technical guidance and assistance to Public Buildings Service (PBS) customers service centers to accomplish maintenance management program goals. Identify, evaluate, and recommend solutions to operational, maintenance or repair problems and disposal of items. Provide support, input and evaluation of nationwide policies, programs, and directions for applications throughout the region. Develop and perform projects to improve and validate existing HVAC equipment/mechanical systems. Monitor, control, and coordinate implementation of special program modifications within regional office facilities. Serve as the Regional technical authority on HVAC and other related mechanical systems and equipment, by inspecting and troubleshooting installed HVAC/mechanical systems and equipment in Federal facilities, recommending specific repairs, modifications, and/or replacements as required. Serve as a technical representative to the Contracting Officer (CO) or Contracting Officer Representative (COR) for operations, maintenance and/or commercial facility management contracts. Provide technical interpretation of contract specifications during pre-bid and/or pre-work conferences and in response to inquiries from prospective bidders. Oversee advanced meters and ensure preventive maintenance and calibrations are performed in accordance with manufacturer specifications. Develop Independent Government Estimates (IGE's) and Scopes of Work (SOWs) related to HVAC and other related building systems. Provide technical assistance by responding to directives and inquiries related to building automation systems (BAS) and Energy Management Systems. Provide guidance for maintenance work inspectors to maintain building and building envelope systems standards in Government-owned and leased buildings. Work requires walking, kneeling, crouching, stooping, climbing ladders, and at times being in awkward positions while inspecting equipment and facilities. The work is done in both an office setting and outside in areas that are drafty, cold or hot, and/or poorly lighted. If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected. To qualify, you must have at least one year of specialized experience equivalent to the GS-11 level or higher in the Federal service. SPECIALIZED EXPERIENCE: Specialized experience is experience in the development, design, evaluation, application, inspection and testing of HVAC and other mechanical systems and related equipment. Function involves solving technical problems that require the application of a practical knowledge of mechanical equipment system design and operation. Perform inspections, provide Contracting Officer Representative (COR) support in monitoring contract administration/performance, conduct tests, prepare reports, develop, and review estimates and make recommendations of an operational nature.
