Job Description

The Emergency Readiness Assurance Lead is responsible for transitioning NREL’s current emergency exercise and evaluation function into an Emergency Readiness Assurance Plan (ERAP) that complies with the Department of Energy’s (DOE) Order 151.D.

This role will play a key role in formalizing response protocols and procedures within a safety and compliance-focused hazardous materials (hazmat) handling environment. This involves the standardization of training and drills to ensure the preparedness and effectiveness of emergency management programs as NREL moves from a DOE Core Program to a Hazmat Program.

Key Responsibilities:

Emergency Readiness Assurance Plan Oversight:

  • Develop and oversee the strategic implementation of a heightened comprehensive training and drills exercise program, including the periodic evaluation of emergency response capabilities.

  • Establish and maintain short and long-range exercise plans and scheduling.

  • Design exercise objectives to test specific aspects of emergency response, validate plans and procedures, implement corrective actions, and evaluate program improvements.

  • Monitor potential programmatic impacts and resolve exercise development difficulties or conflicts.

  • Develop comprehensive exercise objectives based on Core Program and Emergency Management Hazardous Materials Program requirements.

  • Track the completion of the required emergency management training before scheduled exercises to ensure completion.

  • Periodically test specific aspects of emergency response.

  • Validate plans/procedures and implemented corrective actions.

  • Test program improvements, evaluate notifications, and communications.

Stakeholder Collaboration:

  • Lead the planning, preparation, conduct, control, and evaluation of exercises.

  • Partner with stakeholders to develop exercises commensurate with scenarios identified in all-Hazard Surveys and EPHAs.

  • Ensure consistency and alignment throughout the training and drill program.

  • Designate roles and responsibilities for exercise development, conduct, and evaluation, promoting clear accountability and coordination.

  • Collaborate with internal teams and external partners to ensure exercises align with organizational objectives and regulatory requirements.

  • Certified Emergency Manager (CEM) or equivalent certification preferred.

Basic Qualifications

Relevant Bachelor's Degree and 9 or more years of experience or equivalent relevant education/experience. Or, relevant Master's Degree and 7 or more years of experience or equivalent relevant education/experience. Or, relevant PhD and 4 or more years of experience or equivalent relevant education/experience. Or, relevant JD and 4 or more years of experience or equivalent relevant education/experience. Applies extensive technical expertise, and has full knowledge of other related disciplines. Contributes to the development of new concepts, techniques and standards. Considered internal subject matter expert. Extensive knowledge of laws, regulations, principles, procedures and practices related to specific field. Excellent leadership, project management and problem solving skills. Ability to use various computer software programs.

Additional Required Qualifications

  • Thorough knowledge of emergency management training and exercises principles, procedures, and best practices, including HSEEP exercise design and compliance.

  • Thorough knowledge of Federal, State, and local emergency management procedures, laws, and regulations governing emergency management training and exercises.

  • Ability to communicate clearly and provide direction and guidance to others.

  • Ability to organize, prepare, and present training and exercises programs and technical information to internal and external stakeholders.

  • Ability to prioritize and multi-task, plan, coordinate, review, and analyze existing training and exercise information and make informed and sound decisions.

  • Ability to consult on emergency training and exercise management issues; to work collaboratively with diverse groups on complex projects; and to communicate effectively orally and in writing.

  • Ability to work under pressure, adapt to changing circumstances, and make decisions in high-stress situations.

  • Ability to operate computer software, including Microsoft products and other software applications, as required for emergency and disaster planning.

Annual Salary Range (based on full-time 40 hours per week)

Job Profile: Professional IV / Annual Salary Range: $79,600 - $143,300

NREL takes into consideration a candidate’s education, training, and experience, expected quality and quantity of work, required travel (if any), external market and internal value, including seniority and merit systems, and internal pay alignment when determining the salary level for potential new employees. In compliance with the Colorado Equal Pay for Equal Work Act, a potential new employee’s salary history will not be used in compensation decisions.
